Unsolicited suggestions to the incoming President

Your Excellency, President-elect Senator Noynoy Aquino:

I am one of millions of Filipinos who voted for your as President during the recent election in the hope that you can institute an honest and urgently needed reforms in our government. Considering the multifarious problems that you are expected to confront as a new leader of our country, you certainly need the assistance and cooperation of everybody in order to succeed in this task. In this regard, let may offer you my unsolicited suggestions as follows:

1. Reconciliation – now that the election is over, it’s time to extend your hands of reconciliation to your rivals and their supporters. It’s time to cooperate and help others and look forward to a better future for our country. It’s time to forget and forgive.

2. Cabinet – The members of your Cabinet should not be based on their level of support and loyalty to you during the election because to do so will be tantamount to political patronage – the usual practice of the so-called “Trapo” politicians. Prospective members of your Cabinet should be chosen on the basis of their indisputable integrity, competence and morality regardless of their political affiliation.

Example: the Hyat 10, Gibo Teodoro, Eddie Villanueva, Perlas & Mar Roxas (if he could not make it to the VP). Those who could not be appointed because of the one-year restrictive period, they can be designated for the meantime as presidential advisers on a voluntary basis. Before assuming their positions, all members of the Cabinet must be required to sign on a voluntary basis a waiver to the effect that in case of future investigation affecting them, their bank accounts can be accessed by any authorized investigating body.

All unnecessary positions in the government which were obviously created by the previous administration to accommodate political protégées – like assistant secretaries, deputies, etc. should be totally abolished. All retired military officers presently occupying cabinet and other important positions should be immediately replaced by qualified and civilian appointees. Enough of militarization in government posts. There are so many qualified people who can readily replace these military retirees in government who were appointed primarily to reward them for their loyalty to GMA.

3. Mindanao problem – government panel tasked to negotiate with the MILF/MNLF should be reorganized and must include as new members some respected leaders from the Muslim communities and the concerned cultural minority group as well as constitutionalists. The newly reorganized panel should be transparent in all its dealing with its counterpart and also should not offer any term of agreement which is not in accordance with the constitution and existing laws and regulations.

In this regard, it must be recalled that the government panel under the present administration secretly negotiated with the MILF which lead to the MOA that was eventually ruled by the Supreme Court as illegal, thus, resulting to the failure of the negotiation revival of heavy fighting in Mindanao between the government military forces and the MILF rebels. Qualified Muslims should be appointed as ambassadors to some Muslim countries like Saudi Arabia, Egypt, Syria, Kuwait, United Arab Emirates, Libya, Somalia, etc.;

Funding for the development of Mindanao should be closely monitored to insure that fund allocated for a particular project is properly spent and not just stolen by people entrusted to implements the projects. So much money have been spent already in Mindanao under the previous governments, yet the Mindanaoans are still disappointed to see that their areas are not well developed as they expected, despite the huge expenditures thereat by the government

4. Independent Investigating Body – An independent body should be formed and specially assigned to look into any corruption in all government offices. This should be composed of people from the private sectors, religious groups, professionals (CPAs and Lawyers), etc. who will volunteer their services and should be under the Office of the President. Such body should also re-investigate and put closure to the ZTE scam, Fertilizer scam, C5 scam and all wrong doings or irregularities under GMA administration.

5. Whistle Blowers – People who report any anomaly in government at the risks of their lives should be given incentive and ample protection instead of being charged in court. This will encourage people to report to the proper authorities any irregularity that they may know in any government office. The case of Jun Lozada and other people who were charged in court after acting as witnesses to different anomalies in the present government should be reviewed for possible assistance to ensure that their respective cases are resolved at the earliest possible time.

The Senate should be authorized to protect potential witnesses of any irregularity and enough funding for such purpose should be provided. This should be separate from the Witness Protection Program by the Department of Justice.

6. Executive Order No. 464 – the executive order restricting cabinet members, senior official and certain military officers from attending to investigating body should be immediately revoked. There should be standing order to all government personnel and officials to attend to any investigation conducted by authorized body. This will promote transparency in government transactions because people with malicious intent to commit anomaly in the future will be afraid to do so as he or she might be compelled later to attend to such investigation.

7. Importation – Instead of importing rice and some agricultural products, we should support our farmers by giving them maximum financial support and providing them with the necessary facilities and equipment to maximize their production. The government should spend for the construction of farm to market roads, irrigation systems including the repairs of those already old and existing and enough warehouses for storage of their production. Importation of rice and other agricultural products is just a source of anomaly by some unscrupulous government officials.

8. Corruption – Since your main platform during your campaign is to eradicate corruption, it is strongly suggested that you give priority to the investigation of all employees and officials who are suspected of doing something illegal that deprive the government of the badly needed revenues – like the Bureau of Customs, Bureau of Internal Revenue, DPWH, Department of Agricultures, DENR, LTO, etc. I can still recall that you promised during your campaign that you will able to imprison some of these people within the two or three weeks after you assume office.

Well, I believe you, and I am confident you can do it. It’s now time to prove to your critics that you are serious in eradicating corruption in your government. This will serve as a strong signal to these corrupt employees and officials that they better mend their ways if they want to continue serving in your government.

9. Fair Election Act – appropriate remedies should be undertaken to avoid the recurrence of various problems which we encountered during the recent election. The number of voters in each PCOS should be limited to 500 or less and the system of giving ballot to each voter should be simplified. This will require the increase in the numbers of PCOS that will be needed for the election. Separate and exclusive lane for senior citizens and voters with physical disability should be set up in every polling place and should be strictly implemented.

While there was an instruction by the COMELEC that said express lane must be set in polling places, this was not carried out during the recent election. COMELEC or PPRCV representatives with laptop computers that can readily provide the specific precinct number of particular registered voters should be made available at every polling place in order to supplement the voters’ lists that will be published in each polling place before the election. Under this reform, the long line of voters during voting can be avoided. Likewise, it’s imperative that the security features in the ballots which were previously eliminated during past election should be restored.

Something must be done to level the playing field of different candidates – those without enough funds vs those with fund; There should be enough time for preparation – filing of certificate of candidacy, evaluating candidates, protests for disqualification & decision, printing of ballots, testing of machines, etc.

10. Oil Deregulation Law (ODL) – Despite the passage and implementation of this law, the oil monopoly by oil companies still exists and people are helpless whenever prices of oil and petroleum products increase. The Department of Energy (DOE) which is supposed to oversee the proper implementation of this law is not doing its job. In fact, the public perception is that the DOE is lawyering for the oil companies instead of protecting the people interest. Under the ODL, the oil companies can increase or decrease their prices whenever they want depending on the international market for such products.

There are supposed to be safeguards to prevent any abuse on the part of the oil companies, but it seems that DOE is not performing its mandated tasks under the law. It is, therefore, suggested that the present head of the DOE should be replaced by honest and competent person who can perform his or job well by balancing the interest of the public and the oil companies instead of lawyering or protecting only the interest of the latter.

Moreover, the Oil Deregulation Law should be amended to restore the previous set up where the government just maintains an Oil Stabilization or Subsidy Fund to take care of the effect of the changes in oil prices. At least under this system, the government has the over-all control of any price increase instead of the oil companies and, before any price increase is carried out by the oil companies, proper processes can be conducted by the DOE.

11. Electricity –Because of high cost of power, foreign companies considered the Philippines as not attractive for foreign investments in comparison with its neighbors. Ordinary citizens who are not earning much are the ones seriously affected by high cost of electricity. It was even reported that body formed to encourage competition among the power suppliers/distributors and reduce the cost of electricity is found to be ineffective due to alleged irregularities. Such irregularities should be investigated and those found guilty should be prosecuted.

Further efforts to increase the number of alternative sources of energy should be undertaken such as Hydro electricity, Wind energy, etc. To promote energy conservation, the following remedial actions should be undertaken: Luxury vehicles at various departments should be sold out and replaced by vehicles which are more economical in terms of gas consumption and maintenance.

All government offices should limit their energy consumption by regulating the use of their air-conditioning units. Companies in the private sectors which are using neon lights for their advertisement should be required to put off their neon light ads at a certain time (say 10:00pm) during night. With these proposed reforms, we can conserve energy and at the same time economize expenses.

12. Private Armies – There should be a political well to really dismantle existing private armies. The executive order legalizing formation of certain group to assist the government in fighting the rebels should be immediately revoked. Political allies should not be tolerated in building their owed private armies as a reward for their supports during the election. Instead of the CAFGU, the government should gradually increase the number of military personnel (PNP and AFP) and provide them with enough and modern military equipment and arsenals. The case of the Ampatuan clans and other politicians with existing private armies should serve as lesson for the new government.

13. Education – Budget for education should be increased to build more classrooms, increase salaries of teachers and provide more modern equipment and facilities to our public schools. Likewise, the subsidy to our public schools should be increased so that tuition fees could be reduced into more affordable level. School curriculum should be changed and geared toward those required by prospective employers.

So many job vacancies are available but these could not be filled up because the educational qualifications of job applicants don’t much those required for the vacancies. More schools to serve the need of Special children should be established. Because of the inadequacy in the number of school for special children (children with mental disability, etc.), parents who have special children but have no sufficient fund are compelled to send their children to private schools for special children which are charging exorbitant fees.

It is imperative that the government should address this problem because the number of children which need special education is increasing every year and the available public schools for these children are only few. It’s also suggested that purchases of books for public schools should be thoroughly studied because there are more books being used in public schools which contain numerous errors which need to be corrected. I also understand that there are anomalies in the transactions involving purchases of books and supplies.

Appropriate remedial actions should be instituted to prevent such anomalies and, if possible, those who are employed with the government who are suspected of being involved in those alleged anomalies should be investigated and prosecuted to serve as warning to those people with malicious intent.

14. Overseas Filipino Workers (OFW) – It could not denied that due to the substantial amount of remittances by our OFW, our government survived the global financial crises. But it’s regrettable that the government efforts to help the OFW who encounter problems abroad are not enough. It is strongly recommended that further efforts should be exerted by the government to look into the problem of our countrymen abroad. Also, the government should create more job and business opportunities locally so that our citizens need not work abroad and sacrifice being separated from their families.

The social costs of working abroad should be seriously considered by the government. Frankly, I am not aware of any government in the world which succeeds by relying mainly on their citizens working abroad, yet the present government’s effort to develop its economy domestically to create job opportunities to our people is not enough which is the primary reason why they are constrained to work abroad.

15. Marcos Wealth – So much time and money has been spent already to maintain PCGG which was assigned to recover the ill-gotten wealth of the Marcoses, yet it seems that the PCGG failed to perform its assigned task. Almost all the legal cases for the recovery of such unexplained wealth against the Marcoses were dismissed by the courts. Obviously, people from the PCGG are either incompetent or in cahoots with the Marcoses which must be the reasons for such failure.

Recently, a certain commissioner of the PCGG has suggested for a compromise with the Marcoses, but such an idea should never be entertained by the new administration. Instead, the PCGG should by totally abolished and replaced by more competent body or commission, or all PCGG officials and personnel should be replaced by people who are not only honest and competent but also they must be seriously concerned in the recovery of ill-gotten wealth of the Marcoses.

Preferably, the new members of the PCGG should come from the victims or people they trust to represent their interest. Moreover, present PCGG personnel & officials should be investigated for any anomaly and, if found guilty, they should be prosecuted.

16. Commission of Appointment – Presidential appointees requiring confirmation by the CA who are by-passed twice should not be re-appointment in order to give opportunity to other qualified applicants. It must be recalled that there were several appointees of GMA in most important positions who were by-passed several times but were re-appointed by GMA inspire of the public clamor that the same by-passed appointees were not performing well in his assigned positions and, therefore, did not deserve re-appointments.

17. Appointments for AFP & PNP – The duration of appointment of military officers such as in the AFP and PNP should be for at least continuous period of 3 years to insure the continuity of programs of the appointees. The practice of appointing an official to the AFP and PNP for even short period should be completely stopped. While it is acceptable to appoint official to higher positions on the basis of seniority, still it is important that the length of service of those to be appointed should be enough to enable them to implement their programs on uninterrupted period.

18. Biased investigation – It has been noted that whenever there is a need to investigate erring government personnel or official, the department or agency where such personnel or official belongs always takes part in the investigation. This system of investigation seems to be biased because there is always a tendency on the part of the investigating department or agency to cover up the suspects to protect the reputation of such department or agency.

Example: When a PNP personnel commits irregularity, the PNP or Police Commission is designated as lead agency to conduct the investigation of such erring personnel. How can you expect that the result of such investigation will be transparent or unbiased? To avoid this situation and to be more transparent, a separate investigating body not connected with such department or agency should be designated to conduct the investigation.

19. Voluntarism – I firmly believe that the millions of your volunteers have helped a lot for your victory during the recent election. Like myself, most of these volunteers supported you and the ticket of the Liberal Party for various reasons particularly your platforms to effect honest reforms in government by eradicating corruption in departments and agencies, increasing collection of revenues, etc.

I strongly recommend that you continue tapping the assistance of your volunteers in your government. After all, many of us voluntarily supported and voted for you, spent our personal funds and resources without any expectation for any return from your end except to have a good governance under your administration. There are many ways in which you can utilize your volunteers to help you in your administration, and I am sure that may of us are more than willing to continue helping you in all your undertakings that will redound to the general welfare of the people.

Thank you very much for accepting the challenge to be our leader for a genuine reforms in our government. By extending to you our maximum support during the recent election without any reservation, it only means that we have full trust and confidence in your ability to lead our country for progress. It’s now time to prove to your critics that they are wrong in accusing you that you are not qualified for the Presidency because of your inadequate executive experience and alleged unimpressive legislative performance during your tenure as a Congressman and later as a Senator as well as.

We earnestly hope and pray that you will not disappoint us. Rest assures that your millions of volunteers are always with you in your fight for good governance. As Governor-elect Vilma Santos Recto said, “ kung sabi mo kami ang iyong lakas, ang sabi sagot namin ay ikaw ang aming pag-asa.” “ Hindi ka nag-iisa”. We are always praying for your success.   • Noynoy should know about private armies because he set up one during the regime of her mother — the BSA — usurping the mandate of the military and the police. as for the suggestion of reconciliation, noynoy seems not to be listening to any suggestion because as early as being president-apparent, he is showing signs of divisiveness by attempting to not recognize a member of another public service institution — Chief Justice Corona. Not all whistle blowers have integrity. The reason why they’re even blowing the whistle is because they’re part of the deed. I suggest for the president-apparent to show less drama and to have more sense of good governance.

  • @NOYNOY NEWS, paano ba nangyari na naging private army ang isang security agency ? sa pagkakaintindi ito ay grupo nang mga security guards na inihire ng mga companies for their security . Ang pagkakaalam ko sa private armies ay yung merong military in nature . Delikado pala ang mga security agencies na nandito sa pilipinas ngayon dahil Private Army na pala ang tawag sa kanila….. tsk..tsk…what a mind .

    Noynoy is protesting not the SC chief but the manner he was being appointed . malinaw sa batas na bawal ang midnight appointment at hindi nakasaad sa batas ang exemption of SC chief of this constitutional prohibition . In fact two justices followed their conscience and refuse to be selected as SC Chief , at ito ay sinamantala naman ng isang hayok sa kapangyarihan to grap the position at the expense of his colleague who is more senior to him .

    Ang mahirap kasi sa atin , kahit nakakasuka na ang ginawang pambababoy sa ating bayan .. balewala pa rin sa atin , at kung sino man ang kokontra ay siya pang naging masama . We are clearly force to subside to the forces of evil even to the extent that it clearly manifest of a destruction of our institution .

That Arroyo is without delicadeza is known,that Corona accept the appointment shows also that he is not better than Arroyo and compromise the integrity of the supreme court.

  • Carpio is far better than Corona … he is even senior than corona , besides he is a cum laude graduate ,a bar topnotcher , recipient of several award in law , medal of merits , Teaches law and his life fully involve in the study of Law .
    Corona whose biggest credentials is when he was the chief of staff of then vice president GMA ,until she became president .

    A man without delicadeza by accepting the nomination at the expense of his colleague …. is now the chief justice of this Land . and some of us think that this is the best thing that happen to this country …

  • Let’s see how can Noynoy Aquino can make a difference in the Philippines, while even in Senate he can’t even make a bill..hopefully, in his term we can be one that the world can notice to be one of the prosperous country..he is kind, yes..but does he know how to become a leader or even to make our country at least the top country in Southeast Asia..poor Philippines..I’ve been in many countries and seen the difference from our country..our people don’t respect even the simple traffic laws..don’t blame everything to government, we too have the responsibility in our country..just like Singapore, the government will not put a metro aids to clean the people’s trash in the road instead the people will be penalized for throwing trash in the road..what i mean is..hopefully this president-elect will be good enough to govern our home into a good and prosperity country..sorry to all who believe in him..but we need a president who can at least have an idea on how to govern this country..not because he is a good person, he can also lead us to a good country…hopefully..hopefully..hopefully..

  • I believe Noy can govern Philippines. But do not expect that a miracle will happen overnight. Remember, Noy will inherit the trash from the previous government, and the trillions of debts from the world bank. All we can do is to give him all our support as one nation, instead of criticizing him…

    I agree with you to just hope for the best , as we already have been ruled by the great minds yet no great things were happening to this country ,it even became a nightmare for us .

    If noynoy will continue listening the people , I’m sure good things will happen for us .

    I urge each one of us , not to just hope but more so , to Pray and Pray harder , for the betterment of this country afterall , this our country , this is the only place our children cahll build its future . Let us help them( our children)in building a better if the not the best place to live .

  • Hi Alyssa, I have a strong feeling, Noynoy will be a very strict boss :) (and I like that!) He will surely impose a good governance with morally upright subordinates as much as he can.

  • Reforming the government after 9 years of having been bastardized by Gloria just like what Marcos had done before EDSA will be a monumental task. We should not expect too much from Noynoy as if things can happen overnight. Let us be patient. There will be reactionaries particularly among trapos.There will be Noynoy supporters that will be disappointed. In the end, it will be Noynoy’s commitment to continue the legacy of his parents that will sustain decency and integrity in the government. Let us not leave him alone with this task. Let us share the burden of reform for the good of our country.

  • i believe that president aquino is aware of livecorp, nabcorp, sidcorp, etc. please mr president, abolish these GOOCs. you know their continuing existence also means continued corruption. i had very bad experiences working with them

  • I hope Noynoy will see to it that your Suggestion #9 will be implemented by the “New” COMELEC. And not only limiting the numbers of voters per clustered precinct to 500 but also scheduling half of the number of voters to vote in the morning and the other half in the afternoon. To be able to do that, all voters should know their precinct numbers a month before the election day. Lastly, school administrators should provide directional signs and big precinct numbers printed on tarpaulin (it only costs Php 10.00.sq.ft)so that voters could locate their precincts quickly. Instead of waiting under the heat of the sun, voters should be provided with spacious, well ventilated holding areas.

  • Dapat ata eh isa sa top 3 ang ‘OVERPOPULATION’. Hindi naman yan poproblemahin ng lahat ng industriyalisadong bansang kung walang basehan.     stop acting like a Senator and become President
    Relax, be pleasant, and never, even for a second, think about your
    self as a historic fi gure. From now on you live in a goldfi sh bowl . stared at,
    studied and investigated.
    You are a national image (a national ideal based on pseudo-facts). You are
    supposed to be a symbol of national unity, national continuity and the symbol of
    national government. You have to be a religious person and affi rm religious values
    and set a moral example.
    Leadership is the fi rst quality people look for in you . they want a President
    who is steadfast in his convictions. You are done with elections, but you are
    not done with your image.
    Inauguration speech: give a short speech and a strong message.
    Next in importance will be the annual State of the Nation Address and a message
    on the budget. Actually, every speech is important because it¡¯s an issue of
    political strategy.
    The power to control the budget is your top prerogative.
    First year . You have enough public support to start big initiatives, not
    measly reforms!
    Presidents have a ¡°honeymoon,¡± some period after the inauguration, up to
    3 months, when the opposition party refrains from attacks and Congress is inclined
    to support you too. This is a nice time for unrealistic public expectations,
    so set a national agenda right away and declare strong initiatives on tax and budget
    issues.
    Attention: once the fi rst 100 days are gone (productive opening period),
    the media hounds will start baying. Once 180 days are past . Congress starts
    biting!
    You can use ceremonial occasions to make
    policy proposals, create an atmosphere of confi dence and promote patriotism
    and national pride. Presidents who neglect ceremonial duties may fi nd they have
    more time to develop policy and actually run the government, but they are sacrifi
    cing a tool of leadership that can be used not only to inspire the nation to
    greater accomplishments, but also to improve their own popularity.
    No matter what, even if it¡¯s a war time, sleep one hour during the day to give
    your brain a break, and fi nish your day at 6 P.M. After 6 P.M. do not read any
    documents, do not take any phone calls, do not talk to anybody but family members
    and close friends. Most presidents are manipulated by their aides, overwork
    themselves and fail to reach the age to which they were expected to live at the
    time of their election.
    And eat whatever you want, but you must know that the more calories you
    have to digest, the slower you think.

    Who are you going to be? Make a choice:
    . utopist (ideas manipulator)
    . manager (Government and Congress manipulator)
    . challenger (reformer)

    Any problem turns into a political one if it threatens your power.

    . Once you¡¯re in politics, you are a hostage of your status and you must sacrifi ce
    privacy in return for power.

    . Never play alone . you are power as part of a group.

    All your decisions are risk taking ones (any decision brings a problem). You
    may ask advice before you make a decision, but don¡¯t listen to anybody afterwards.
    You are not paid for the quantity of your work but for leadership and
    ultimate decision making. (If your adviser approaches you with a fresh idea, ask
    him why isn¡¯t everyone else using it.)

    Correct political mistakes before they become political scandals, but avoid
    any rush . think three times and check ten times before you sign anything (an
    emergency is a loss of control).

    No easy matter will come to you as President . if they are easy they should
    be settled at lower levels. Don¡¯t trust those who work too much and who push
    you too often (people who try to infl uence you go to your advisers, because they
    know you listen to the people close to you).

    Never blame previous Presidents for the problems they left for you . that¡¯s a
    sign of weakness.

    Just as the press needs the government to carry out its functions as the
    collector and interpreter of news and information, so the government needs
    the press to spread its message. Your popularity depends on the amount of good
    and bad news about your administration¡¯s policy dispensed by the media. No
    straight answers!

    A press conference is the President¡¯s conference to proffer news items to
    the press, and not the press¡¯s conference with the President. Behave like a king
    and they will take you for a king. Don¡¯t let reporters provoke you into making
    any promise or statement unprepared; talk about the ¡°bad¡± issues before they ask
    you to; never say ¡°I don¡¯t know¡± but say: ¡°The problem is under study¡± instead.
    ¡°Cool off¡± reporters by re-asking the question in terms that allow you to answer
    it more easily.
    Evade a question by pleading inability to reply on grounds of national security.
    Change the tone and direction of the questioning by calling on a reporter with
    a reputation for asking ¡°soft¡± questions. (Better yet, to show off your achievements
    answer a question that wasn¡¯t asked.)
    Use press conferences to infl uence public opinion and to understand public
    opinion judging by the questions.
    Don¡¯t schedule any press conferences during an international crisis . as a
    rule, they infl ame the situation. But you really need press conferences when your
    polls go down.

    Your Press Secretary has to be exceptionally articulate, smart and loyal, because
    he is your image and echo. He is in charge of the news management and
    that includes:
    (a) daily briefi ngs to announce the President¡¯s initiatives and positions, appointments
    or pending legislation. In such a way the government, not the media,

    source identifi ed, ¡°on background,¡± in which the source can¡¯t be identifi ed, ¡°on
    deep background¡± when attribution of any sort is prohibited, and ¡°off record,¡± in
    which information given to reporters may not be included in their stories and is
    mainly provided for their guidance. Briefi ng sources may range from the President
    personally to Cabinet members, the government staff and policy experts.

    (c) any bad news should be released on late Friday nights when media organizations
    are minimally staffed and news is likely to draw less public attention
    over the weekend.

    and his policy.
    Because of the Press Secretary¡¯s closeness to members of the news media, he
    is able to pick up public opinion trends and issues. The Offi ce of Communications,
    which monitors the print and electronic media for stories of interest to the
    Palace, has to bring you a one-page report every day.

    USING YOUR VISIBILITY
    You can get as much attention as you want. You are the most public fi gure
    in the country and everything you are doing and talking about inside and outside
    the Palace has to be recorded. Every time you leave the Palace you
    have to choose the right place or event, or accept the right invitation and deliver
    the message which is most important now. You rule the situation if you rule the
    fl ow of information, and if you can¡¯t control events use your power to control the
    fl ow of information and give the fi rst interpretation of events.

    HIRING
    The appointment power is an extremely important tool enabling you to gain
    control of your administration and direct national policy.
    (The Senate,though, may use its confi rmation power as a political bargaining trick and ¡°put
    on hold¡± your nominee until you agree to do them a favor . actually, they keep
    him a political hostage).

    Hiring Mistakes
    (a) Avoid criminals, drug addicts, alcoholics, homosexuals. All come with a
    risk of future embarrassments.
    (b) Avoid widespread mistake of hiring staff and the Cabinet judging by
    communication abilities and not by professional skills; remember . effi ciency is
    low if staff consists of old or young people only.
    (c) Do not hire your wife, please; or anyone else who cannot be fi red.
    (d) Look through previous administrations¡¯ lists, talk to chairs of Congress
    committees, college professors (law, economics, national security), big business
    (friends, partners, donors). Pressure from your congressional supporters will in-
    fl uence most of your appointments.
    (e) Do not hire independent persons, no matter how experienced they are.
    (g) Interview key positions candidates in person (Chief of Staff and his Deputies,
    all Assistants, Secretaries and Deputy Secretaries, agencies chiefs,
    Ambassadors) and use the following criteria:
    . commitment to your philosophy and program
    . integrity and personal qualifi cations
    . experience and skills
    . no personal agenda
    . toughness needed to fi ght the Washington establishment (Congress + media
    + interest groups)
    (h) Give key positions to your campaign donors and team members who
    showed to you personal loyalty. No key positions go to another political party
    members. It¡¯s advisable that you give a Secretary of Defense position to somebody
    who is expert in weapons systems and defense budgeting.
    (i) Find jobs for some defeated Congress members. Please.
    (j) Don¡¯t hesitate to hire a personal assistant on any problem .
    (k) Talk straight and demand loyalty.

    It¡¯s good to take newly appointed Cabinet members and senior
    staff to Baguio/Boracay for some informal meeting, drinks and the fi rst open discussion
    on your future policy.

    A leader needs managers, but managers need a leader. The Palace staff

    . protect your political interests
    . act as principal political advisers
    . distill information and provide a perspective from which the President can
    make an informed decision

    at the lower levels and control at the top. Besides, those higher up
    in the system are able to provide you with more accurate information in
    a timely manner, while fi ltering out and eliminating unnecessary information.

    news).
    2. Circular, when you are surrounded by advisers, all of whom have approximately
    equal access . That usually means too much access
    and chaos, and overloading you with information . 99% of which
    should not appear on your table (per JFK).
    All your assistants are political assistants and everyone will try to play a policy-
    maker. But a good thing is, they were not elected and are responsible to you
    only. Thus you can:
    . Reform your staff freely
    . ¥Énterchange key fi gures if domestic crisis is approaching.
    . ¥Éf you don¡¯t agree with the staff on important issues, go to polls for backup.
    (The best employee is the one you can blackmail. Besides, a very good
    ¡°pusher¡± for your people is their deep understanding that they have to work
    together to help the President stay in offi ce next term . if the President
    leaves, everybody leaves).

    . Use ¡°pulling by pushing¡± . give an important job without publicity to those
    who become too popular.

    STRATEGIC PLANNING
    That¡¯s the biggest problem for all administrations. Strategic planning is the
    process of making present decisions based on very well-calculated future consequences.
    The basic strategic objective is a decision as to where to concentrate the
    government efforts . this is the essence of strategic planning.
    An example of the importance of good strategic planning is the Health Care
    Reform plan that Hillary Clinton put forward when she was First Lady. It ended
    up in a 100% predictable failure. But the goal was not to get the plan passed . it
    was to attract attention and stake out a position. Mrs. Clinton knew very well
    that her idea to nationalize health-care in the United States was
    utopian and not be pushed through Congress in 1992; but she was already planning
    her Senate race for 2000 and her 2008 Presidential campaign. She had nothing
    behind her to win the Oval Offi ce so she designed a plan, had it researched
    and counted the possible votes. Then she ¡°blew up¡± a huge PR campaign on the
    highest political level (which is the President himself). Now voters are waiting
    for her to come and pick them up in November 2008.

    DECISION MAKING
    The rules of Presidential decision making are simple:
    . Decision making is a multiple choice process.
    . Any decision involves political risk.
    . If you can¡¯t make a decision, you need more information.
    . Be optimistic, but remain realistic.
    . Give yourself a deadline.
    . No brainstorming chaos.
    There are two kinds of decisions, irreversible and reversible. Better know
    which kind you are facing.
    (a) Identify the problem
    (b) Analyze the problem . what are the facts?
    (c) Evaluate options . what are the pros and cons? what can go wrong?
    (d) Identify choices . which alternative is the best?
    (e) Implement plans . what action needs to be taken?

    PSYCHOLOGICAL MODELING OF A PRESIDENT (STRATEGIC INTELLIGENCE METHOD)
    Intelligence services worldwide watch political leaders during public appearances,
    trying to calculate their physical and mental health judging by their
    look and behavior. In the US they also evaluate the executives and staffers who
    surround the President at offi cial meetings to calculate what¡¯s going on in the
    White House.

    THE ECONOMY
    Economic strategy is as important as national security.
    . Appoint bright, educated and experienced people to the Cabinet and the
    Economic Board, who advise you on important economic decisions.
    . Press foreign governments on trade and currency issues.
    . Watch the markets 24/7.
    . Balance the budget

    n general, the key word in domestic policy is accomplishment . budget balanced,
    taxes cut, jobs created. Use your budget power to the full extent because
    people usually hold you, not Congress, accountable for economic downturns.

    Budget Defi cit
    A large budget defi cit is a headache and has extremely negative effects on the
    economy:
    1. It limits the government¡¯s fl exibility to fi ght a possible recession; that
    requires tax cuts and defi cit spending, which would exacerbate the debt
    problem. Since tax revenues fall during a recession and unemployment
    insurance and welfare payments rise, the budget would be under further
    strain precisely when defi cit spending would be needed to pull the
    economy up.
    2. It reduces the amount of funds available for achieving the nation¡¯s social
    and defense goals, because interest must be paid on the national debt.
    3. It can threaten the economy by ¡°crowding out¡± corporate and private
    borrowers from the credit market. Because the government must bor-
    row heavily to fi nance its defi cit, it competes with business and individuals
    to borrow funds. The increased competition forces interest rates
    higher, causing loans (including mortgages) to become more expensive.
    As a result, business can afford to purchase less plant and equipment to
    expand and modernize their operations and fewer consumers can afford
    to fi nance purchases of expensive items, such as houses and cars. The
    resulting reduction in demand threatens economic growth.

    Managing the Economy
    . Regulate spending, taxation, monetary policy and foreign trade (it has to be
    under strict political control) . you have the right to propose legislation
    and veto any legislation you think incorrect.
    Keep unemployment low and prices stable . these two factors are politically
    dangerous and failure here can bring a free-fall in approval ratings.
    . Take credit for economic growth, price stability and low unemployment even
    if you have nothing to do with it.

    . Still have problems? Try international initiatives.
    There are four inevitable factors that will limit your control over the
    economy:
    1) You must share power with Congress . you can¡¯t levy taxes or appropriate
    money all by yourself;
    2) The theoretical nature of the science of economics . no single economic
    theory has ever explained the behavior of the economy in the future;
    3) The imprecision of economic information. Economic statistics and indicators
    do not measure the immediate conditions of the economy, but rather the
    conditions that prevailed between one and three months ago, depending on the
    particular economic statistics. Consequently, if you take action on the basis of
    incoming economic information you may be reacting to a problem that no longer
    exists or that is much worse than believed.
    4) There are forces outside the reach of the government, like international
    factors (oil prices and foreign trade policies), state and local governments
    economic decisions and mistakes, big business decisions that affect employment,
    infl ation, the trade defi cit and public opinion . which is always against cutting
    social programs.

    Domestic policy rests on three legs: education, health and environment.

    Now, are you a challenger in politics? If ¡°yes,¡± strengthen your political positions

    A reform is always a venture; the process may start taking on momentum

    and big economic mistakes bring you an economic crisis.
    Crisis means that your government as a system is exhausted and it¡¯s unable
    to rule the nation and resources effectively in an extreme situation, including
    economic, natural catastrophes and war. A crisis has three stages . before the
    crisis, when the fi rst signs appear; crisis development until culmination; catastrophe
    followed by impeachment.
    A crisis could be ¡°programmed¡± at the very beginning of your term (mistakes
    in political and economic courses, inexperienced personnel, faulty planning) or
    it can appear later (too many mistakes, change of political environment, shifts in
    the economic or international situation). Crisis management includes pre-crisis
    management and handling of the situation. You must be ready not only for
    a government crisis but also for sudden military attack, mass riots and natural
    disasters.
