100 Things To Do for The First 100 Days
If you are Noynoy and win the presidency in 2010, what will you do for the first 100 days?
Here’s my own list:
- All appointments for primary positions in the government, not only clean and honest, but should come from the names submitted by the Academe, NGOs, Civic and Religious groups, and should be screened strictly for past work history and credentials.
- Strengthen the Sandiganbayan/Ombudsman by appointing more honest, clean and incorruptible prosecutors recommended by the Academe, NGOs, Civic and Religious groups, to investigate and prosecute all government officials involve in graft and corruption from Marcos time up to the present. Beside the maximum jail sentence, sequester all their assets here and abroad and penalized them 3 times their ill-gotten wealth.
- Upgrade, expand, and renovate all existing jail houses and corrections that can accommodate new inmates with the result of point #2.
- Hire more lawyers/prosecutors for all regional trial courts to speed-up the resolution of all pending cases. This will also free-up more space in jail house to accommodate new inmates as a result of point #2.
- Repeal the law that encourage squatting. All informal settlers should be relocated, once and for all, to an established relocation site. Schools, markets, jobs, health care, and other social services should be present.
- Give rewards, incentives and/or double the salaries of teachers, policemen, soldiers, and all government rank and file employees to discourage corruption. Incentives will be based on task output, i.e., if a new policy introduced by an employee that will save the government 10 million pesos each year, give 1% as bonus. However, if their greed is still not moderated despite the incentives, haul them to Jolo, Sulu and be the frontline in combating Abu-Sayyaf, if they survive, transfer them to South/Central Luzon and face the NPA they should be dealt with the full force of the law.
- No new tax should be introduced but enhanced tax collection should be strictly implemented. Again, BIR and Customs head and all it’s agents should be screened based on their past work history and credentials.
- Remove the pork barrels of congressmen and senators. Salaries and incentives will be performance basis (also includes late/tardiness and absences). No work no pay, and worst, no allowance!
- Removed and ban all posters, banners, tarps, and other propaganda materials of all politicians on any projects (i.e. roads, bridges, buildings, schools, etc.) being implemented nationwide.
- Ban the construction of basketball courts and waiting sheds using government funds.
- Introduce a new subject in the school curriculum like environment 101 (i.e. require students to plant trees, waste recycling and management, renewable energy, etc.)
- Introduce ways to solve population problem that includes education and awareness to the poor.
- A TV channel broadcasting 24/7 dedicated solely to livelihood information and know-how in the likes of kumikitang kabuhayan, usapang negosyo, ating alamin, but more detailed and specialized, that will teach basic skills for people to be entrepreneur-minded. Limit useless TV shows like PBB, Wowowee, telenovelas, etc. that not only exploit people of their weaknesses but no moral or redeeming values whatsoever.
- Ban all forms of logging for the next 100 years. If caught, hang them on trees they are cutting not only give appropriate penalty but let them plant 100 new seedlings for every tree they cut.
- Discipline citizenry every time they commit petty crimes (i.e. jaywalking, not using overpass, spitting and urinating in public, vandalism, littering, etc.) by doing community service. Best example is to let them clean the entire stretch of EDSA or Manila bay coastal areas, or along the banks of Pasig River. There will be no shortage of free labor for the government, that’s for sure!
- Limit unnecessary non-working special holidays (except traditional ones like Christmas, New Year, Easter, and All Souls Day)
- Create a super-mega elite police force that will deal with high-tech crimes and terrorism.

Medyo mahirap ang list no. 2.
The tenure of office of the justices of the Sandiganbayan ends when they reach 65 years old. Out of the current justices, only 3 will retire during the incumbency of President Noy. So 3 justices ang pweding i-appoint lang ni President Noy plus 1 to fill the current vacancy (unless GMA appoint him or her)
Si Ombudsman Merceditas naman will end her tenure of office sometime in 2016. Seven years kasi ang tenure of office nya. Unless of course she is impeached after the term of GMA.

I read the other the list. Most of them require legislation or amendatory laws by Congress and/or reforms by the Supreme Court. Sana makipag-cooperate ang Congress kay Pres. Noy para maging doable ito. Can he secure the cooperation of Congress considering list no. 8?

18.) Ban contractualization in any companies and punish companies which K-icks F-ires C-rews on the basis of lie detector test. Dapat their officers should also be hooked on the same polygraph machine habang iniimbistigahan ng NLRC at BIR.
19.) Dapat palitan lahat ng mga officers at announcers ng mga government network kasama na nd radyo ng bayan for being remiss to their duties as guardians of truth and not pulveyor of lies the current administration molded them to be.

20.) Election expenses of each of the presidential candidates should be accounted for. Yung pinakamalaki gastos, gawing sacrifice sa unang bulkan na sasabog.
21.) Tingnan lahat nang anak ng mga presidential candidates, for every anak na di naman sa asawa nila, bubunutan ng bigote. Kung di magkasya ang bigote, pati buhok sa kilikili isama.

1. Set-up a body other than the present ombudsman’s office that will try the present administration and it’s cohorts for crime against the filipino people e.g. jose pidal scam, hello garci scam, mansion sa america scam, legacy scam, con-ass scam etc. Noynoy’s government should be anchored on fair play and justice for it to succeed.
2. Get a list of filipinos that were given international recognition in their respective field of expertise and try and beg them to work for our government. Make them the immediate cabinet members.
3. Immediately address the needs of our hungry kababayans and make substantial intervention. Make food production a top priority. Our collective conscience should dictate that no filipino should go hungry before we can aim and save the rest of the world.
4. Last but definitely not the least, we should be able to be at least at par if not better than what is the prevailing world standard on everything. That should include healthcare, crime prevention, education, labor welfare etc.

I have my own list of Reform Agenda (My wild Imagination):
1. Constitutional Amendments through Legislative Action, adopting the Federal-Presidential System of Government with the present Bicameral Legislative Chambers with the following provisions:
1.1 Restoration of a Strong Two-Party Political
System and Imposition of a RAtional but
Stringent Qualification Standard for Candidates
to all elective posts excepts at barangay levels
1.2 Honest-to-goodness Anti Political Dysnasty
Policy up to the third degree of affinity and
consanguinity.
1.3 Imposition of More stringent rules on Turn-
coatism and Political party membership
1.4 Conversion of the Regional political sub-
division into Federal States retaining the
present legislative districts.
2. Transparent, Accountable and Responsible Governance totally banning appointment to key government positions of Recycled Politicians and Retired Generals.

4. Streamline government bureaucracy and strengthen Civil Service System to get rid of bureaucratic red tape and be as competitive as in the private sector.
5.Equitable dispersal of investments to rural areas to decongest Metropolis of Industrial Plants and granting tax incentives for companies investing at least 100 Million pesos in the rural areas.
6. Regulate entry of foreign used clothing to revive our ailing garment industry
7. Scrapping of Lawmakers’ pork barrel and increase the percentage of development fund of the LGUs’ Internal Revenue Allotment.
8. Efficient Tax Collection system to include undeclared income of Professionals and consultants.
9. Inventory of Forest Lands and Terminate, reclaim and reforest all non-performing pasture lease areas to regenerate our famed Philippine mahogany species and other forest products.
10. Rejuvenate all River systems and water bodies, reclaim government control of the 20-meter buffer zones and insure Pollution-Free coastal waters.

My suggestion is more of the foreign investor and local business people. I have travelled widely and I would like to share some of what I have noticed about setting-up business in other country.
1. Only the Chamber of Commerce in each key cities of their country has existed and the transaction is easy as less than 30 minutes. They will issue a printed paper which is like a business permit with registration number on it.
If there are some revising in the business in the future/ The business owner only need to print out one form from the website of the Chamber of Commerce and send to them via post mail then they will acknowledged the mail in few days about the updates of business status, etc. via post also.
2. The advertisement or business names display outside their establishment is tackled by the Town Municipalities or city hall for the rules and regulations of do’s and don’ts. Otherwise if the name is inside the business premises it’s not even a problem or no need to report or ask permission to the authority.
3. VAT number will be mailed to the new business owner once he/she have registered to the Chamber of Commerce.
4. Tax (BIR) inform business people quarterly by post about other things he/she must submit and Tax can also send the actual forms to fill-up and, etc…No need to line-up in a never-ending queue. (sigh)
My conclusion, I don’t think people need to go to DTI, SEC and Mayor’s permit at the same time for this entire tedious paper works when setting up new business. In this way the government should tried to abolished one or two entities and put all together the features and resources regarding doing business in one building for the convenience of all the foreign/local businessmen.
In this case we can clean up some idle departments which has too many manpower who are useless (cost saving) most of the time.
These are some of the reasons why most Foreign Investors and business people avoid of setting up business in our country.
